Legal Requirements
ORC 2151.86 requires all prospective foster and adoptive parents to submit to criminal and child abuse/neglect background checks through ODJFS. All adults 18+ in the household must be fingerprinted. For international adoption, USCIS requires FBI fingerprinting as part of the I-800A (Hague Convention) or I-600A (non-Hague) adjudication. Any offense involving a child, sex offense, or felony is disqualifying.
What to Expect
For Ohio domestic adoption/foster: bring valid ID and your ODJFS ORI. For international adoption: we print FBI FD-258 ink cards (you typically need 2–3 sets). You submit FD-258 cards to your authorized USCIS channeler or directly to the FBI CJIS division. We can provide multiple sets in one visit.

Yes. We roll traditional ink prints on FBI-standard FD-258 cards. Many USCIS channelers and foreign governments still require ink cards rather than digital LiveScan.
How many FD-258 card sets should I get?
Most adoption agencies recommend at least 2 sets — one for USCIS and one as a backup in case any cards are rejected. If you are using a channeler, ask them how many sets they require.
My wife and I are applying together. Can we both get fingerprinted at the same appointment?
