Legal Requirements

ORC 2151.86 requires criminal records checks for all prospective foster and pre-adoptive parents, including all adults residing in the home. The check must be done through Ohio BCI and, for certain placement types, the FBI. ODJFS and the county PCSA coordinate results. Disqualifying offenses include any felony, sexual offenses, drug trafficking, domestic violence, and any offense against a child or vulnerable adult.

Your county PCSA caseworker will give you the ORI and any specific instructions. Bring all household adults 18+ in one visit if possible — it's easier and faster for your case. Each adult needs their own valid photo ID.

If she lives in the home, even part-time, most PCSAs will require her to be fingerprinted. Check with your caseworker — some make exceptions for part-time residents who are away at school most of the year.

Does my partner/boyfriend/girlfriend who lives with me need fingerprints?

Yes. Any adult 18+ residing in the home must be fingerprinted regardless of relationship. This includes roommates, adult children, and domestic partners.
